2025-2027 SOAR Board of Directors, Nominees

The Election Committee has received nominations for the Board of Directors for the term 2025-2027 and proposes the following candidates for election to the SOAR Board of Directors. Pursuant to SOAR's By Law s 57. Candidates for the office of director shall comprise the slate of candidates for office proposed by the Election Committee. 

The voting will take place at SOAR's Annual Meeting. 2025 S. 24 of the Ontario Not For Profit Corporations Act (ONCA), states that the members shall, by ordinary resolution, elect directors' at the annual meeting by a majority of members present. The Annual Meeting will take place at 5:00pm on December 10, 2025 at the Arts and Letters Club, 14 Elm Street, Toronto. Members may send their proxy vote care of daphne@soar.on.ca to the Election Committee in advance of the meeting and must be received by by no later December 8, 2025 at 5:00pm

Jesse Boyce

I write to express my interest in continuing with the SOAR Board of Directors for the 2025-2027 term. I am interested in staying on with the Board because I have personally benefited from SOAR’s programming during my time as an adjudicator. I have a strong interest in education and believe in the importance of specialized training for members of the administrative justice community and am eager to help shape SOAR’s vision and programming.

 

In my current role as Crown Counsel at Tribunals Ontario, I provide day to day legal advice and procedural guidance to members across 12 adjudicative boards and tribunals. I regularly appear before the Divisional Court on behalf of the cluster on statutory appeals and applications for judicial review. I am responsible for training members on the SPPA and administrative law, I present internally on decision writing best practices and developed the issue driven structure template that is in use at multiple tribunals.

 

Previously, I served as a full-time Vice Chair with the Licence Appeal Tribunal. In my time at the LAT, I released over 330 long-form decisions and was upheld by the Divisional Court and the Ontario Court of Appeal on multiple matters. I was appointed as the Chair’s Delegate responsible for triaging reconsideration requests and also served as the managing Vice Chair for written hearings and peer review. Prior to my appointment as a Vice-Chair, I was cross appointed to the Ontario Parole Board as a Member, where I assessed public risk factors in presiding over hundreds of parole hearings at institutions across the province. At the same time, I was cross appointed as a Member to the Ontario Civilian Police Commission, where I sat on panels tasked with reviewing police disciplinary appeals, and also served as a Member with the Animal Care Review Board and the Fire Safety Commission.

 

Given my experience with the Board and my current role, I believe I can offer great value to the Board and I look forward to the opportunity. Thank you.

Katharine Evans

WSIAT

I am pleased to seek re- election to the Board of Directors of SOAR. Currently, I am also the Co-Chair of the SOAR Public Interest and Innovation Committee (PIIC).

I am a senior counsel with over 20 years of extensive experience in administrative and regulatory law, currently on a secondment at Tribunal Counsel Office Lawyer from my position as Counsel, Compliance and Strategic Initiatives in the Chair’s Office at the Workplace Safety and Insurance Appeals Tribunal (WSIAT). Previously, I was a bilingual Vice-Chair with the WSIAT.

I began my career in the litigation department of a full-service large national law firm, and then acted as legal counsel at the Ontario Securities Commission (OSC). In the area of regulatory law, I was the National Director of Compliance and Risk Management at BMO Harris Private Banking, and subsequently the Manager of Compliance Processes at the Alcohol and Gaming Commission of Ontario (AGCO).

Throughout my career I have been involved with the Laskin Memorial Moot Court Competition, a bilingual Administrative and Constitutional Law Moot, both as a Judge and Secretary of the Competition.  I hold a Bachelor of Laws degree from the University of Toronto and a Master of Laws degree from Osgoode Hall Law School at York University.

Romona Gananathan

WSIAT

Please consider this my expression of interest to join SOAR's Board of Directors for 2025-2027. 

 

I have been an Adjudicator and member in good standing of SOAR for several years, and have been involved in public sector and administrative law for over a decade. I have also enjoyed being on the Board of Directors of SOAR for the past four years and have served on the Public Interest and Innovation Committee and more recently on the Education Committee. I am committed to excellence in adjudication and would like to help further SOAR's objectives on its Board of Directors and committees. 

 

I am currently a Vice Chair with the Workplace Safety and Insurance Appeals Tribunal, and have previously been appointed as a Vice Chair with the Human Rights Tribunal of Ontario and as a Member of the Social Benefits Tribunal. I have practiced law both in the private and public sector, and appeared before many administrative tribunals and courts. I have also been a member of various non-profit boards and organizations and have a long history of senior leadership and governance in the non-profit sector, prior to my legal career. I believe these experiences will assist me to be an effective Board and committee member with SOAR and look forward to volunteering on the Board.

Anne Gottlieb

Condominium Authority Tribunal

I have served on SOAR’s Public Interest and Innovation Committee for over 5 years, and have a good understanding of the work of SOAR in the regulatory and tribunal spheres. I have contributed to the committee’s programming initiatives: in 2024 I was involved in the Navigating Justice Series and in 2025 I spearheaded the program AI and Tribunal: Promises and Pitfalls.

In late 2025, I was approached to fill a vacancy on the SOAR Board and to date, I have enjoyed the collegiality of my fellow Board Members. In the few short months since joining the Board I have been exposed to more of the advocacy and decision making at the Board level, and wish to continue in this role.

I believe that my past volunteer work, as Chair of the OBA ADR section, and the CBA ADR National Executive, as well as my involvement as a Member of the Board of Directors of the ADR Institute of Ontario and the representative to the ADR Institute’s National Executive provide me with the skill set to assume the leadership role that behooves a SOAR Director.

Emeka Ichoku

Administrative Penalty Tribunal (Ottawa)

Since I joined the SOAR, I’ve benefited from the organization’s mission to champion excellence in administrative justice through education, collaboration, and innovation and it would be a privilege to now be a contributor to SOAR’s mission as a member of the Board of Directors. As an internationally trained lawyer with 15+ years of legal/quasi-legal work experience as well as 7+ years of leadership experience in various not-for-profit organizations in Canada, I’ve been opportune to engage in relationship building, stakeholder collaborations and fostering initiatives for membership and organizational growth – all of which are immediately applicable to the intended role.

Further, my education and work experience have engendered conscientiousness, accountability and continuous development in both my personal and professional life – virtues which would assist me in achieving my duties as a member of SOAR’s Board of Directors. Finally, having had an exposure to administrative justice systems in multiple jurisdictions, I understand the relevance of the competence of administrative justice system’s members and the impacts on public confidence. As such, I look forward to learning from and working with other members of the Board in advancing the competencies of SOAR’s members and sustaining the integrity of the Canadian administrative justice system.

Genevieve Plummer

 

College of Pharmacists Ontario

After serving on the SOAR Conference Planning Committee since 2020, I am interested in pursuing further involvement with SOAR through sitting on the Board of Directors. I have found my time on the Conference Planning Committee, and most recently over the past year as the Co-Chair, to be a rewarding experience as it has given me the opportunity to collaborate with others from the adjudication and regulation community and to explore common issues that we face. I believe that I can make a positive contribution to the Board as I have a strong commitment to SOAR’s mission and can draw from my professional experience to bring the perspective of regulators, and in particular staff resources.

I have worked at the Ontario College of Pharmacists since 2014. As the Hearings Manager, I provide support to the Discipline Committee and Fitness to Practise Committee and oversee the operation of the Hearings Office. Prior to my current role I was part of the prosecution team at the Ontario College of Nurses and started my career practising family law. I was called to the Ontario Bar and hold a LLB and LLM from Osgoode Hall Law School, as well as a BA in history from the University of Toronto.

I have been a member of the Health Profession Regulators of Ontario’s Discipline Orientation Committee from 2014 to present, through which we run educational workshops for members of Discipline Committees at the health regulatory Colleges.

Carolyn Slon

Governance and Tribunal Secretariat, Ontario Securities Commission

I am writing to express my interest to serve on the SOAR Board as a Staff member. Since joining the SOAR Board in 2023, I have served as Secretary and Treasurer, and I have been involved in SOAR’s strategic planning and oversight of SOAR’s finances. I would like the opportunity to continue to be involved in SOAR’s governance and being a part of executing SOAR’s future plans and programs to serve the administrative justice community.

Administrative justice has been my career focus since 2006. As Senior Legal Counsel in the Governance & Tribunal Secretariat at the Ontario Securities Commission, I provide advice to adjudicators in relation to hearings before the Capital Markets Tribunal and work on projects to enhance the transparency, efficiency and fairness of the Tribunal. I am interested in access to justice before tribunals and improving the experience of stakeholders interacting with tribunals.

I have actively contributed to SOAR’s educational initiatives. From 2014 to 2023 I was a member of SOAR’s Annual Conference Planning Committee and served as co-chair in 2017 and 2018. I have also been a volunteer for the SOAR Certificate in Adjudication organized by SOAR and Osgoode Professional Development.

Being a part of the SOAR Board would be a great opportunity to continue my involvement in the administrative justice community and improve administrative justice through education, collaboration, and innovation and outreach with stakeholders.

Voy Stelmaszynski

Tribunal Nominating Panel (Toronto)

I am seeking a position on the Board of Directors of the Society of Ontario Adjudicators and Regulators.

Although I approach this opportunity as a retiree from the Ontario Public Service (primarily as Solicitor at the Ontario Labour Relations Board for 20+ years), I continue to be active in the administrative justice community in my capacity as a member of the Tribunal Nominating Panel of the City of Toronto (we screen and interview candidates to populate the city’s tribunals).

For the past two years, I have been the Vice-President of the SOAR Board of Directors. I held this position earlier during my active professional life and was SOAR’s President for the 2015-2017 term.

In my long association with SOAR, I have been a member of or chaired a number of SOAR’s committees: Education, SOAR Administrative and Management Network (SAMN), the SOAR Conference committee. I also worked closely with Osgoode Professional Development in helping shape the Adjudicator Training Certificate courses that the SOAR/OPD Partnership offers.

I continue to sit on SOAR committees. I am also active with Tribunal Watch Ontario, a non-partisan group of individuals who monitor and comment on the operation of Ontario’s tribunals. TWO has a website, several timely and topical e-publications, and has hosted educational webinars from time to time.

I believe I still have views, ideas, initiatives that could assist SOAR in fulfilling its mandate to advance administrative justice. I would sincerely like this opportunity to continue to contribute to the valuable, unparalleled work that SOAR performs.

Kate Zavitz

I am writing to express my interest in serving on the SOAR Board for the 2025-2027 term. I served in this capacity for the last five months, and hope to continue to serve there. Since April 2021, I have served on the SOAR SAMN Committee, where I currently act as co- Chair. I value SOAR’s commitment to excellence in administrative justice and the vital educational and professional development opportunities it provides. I have served on the SOAR Board’s Scholarship Committee this year and completed the SOAR governance training. I have taken the SOAR / Osgoode Certificate in Adjudication and attended several years of SOAR Annual conferences and workshops. For the past five years, I have been legal counsel at the Office of the Integrity Commissioner Toronto. Prior to that, I worked leading investigations at Ombudsman Toronto, as a Legal Aid lawyer practicing workers’ compensation (WSIB) law at the IAVGO Community Legal Clinic, and in private practice (then known as Symes & Street) working in labour and employment law and professional regulation.
