About the Immigration Consultants of Canada Regulatory Council (ICCRC)

ICCRC is the national regulatory body that serves and protects the public by overseeing licensed immigration and citizenship consultants and international student advisors. ICCRC establishes effective policies, practices, and procedures to regulate and educate immigration professionals.

ICCRC is looking to build and strengthen its Tribunal Committee in support of our mandate to investigate and resolve concerns and complaints about members, balancing public protection with a fair and objective process.  The main objective of our Tribunal Committee is to resolve or hear cases regarding professional conduct and capacity issues.  Each hearing panel will include a Vice-Chair and two Tribunal Members who will make the decision. The following appointments are currently open for application:

Tribunal Member (7 Members)

Tribunal Vice-Chair (2 Vice-Chairs)

Senior Vice-Chair (1 Senior Vice-Chair)

 

Tribunal Member (7 members)

As a Tribunal Member, your main duties will be to sit as part of a three-member panel to hear complaints that have been investigated and referred for a disciplinary hearing, as well as other conduct or capacity cases. The successful candidate would have adjudicative experience, and bilingualism is an asset.

Time Commitment: Tribunal Members are expected to be available to commit the equivalent of one to three days per month, including availability for scheduled (5%) in-person or (95%) videoconference or teleconference proceedings, and preparation and writing time.

Tribunal Vice-Chair (2 Vice-Chairs)

As a Tribunal Vice-Chair, your main duties will be to preside over the hearing panels and hearings, as well as draft the decision and reasons after the panel has made its decision. Other duties will involve conducting pre-hearing or settlement conferences and motion hearings, many of which will be by telephone. The successful candidate would have adjudicative experience, and bilingualism is an asset.

Time Commitment: Vice-Chairs are expected to be available to commit the equivalent of up to five days per month, including availability for scheduled (5%) in-person or (95%) videoconference or teleconference proceedings, and preparation and writing time.

Senior Vice-Chair (1 Senior Vice-Chair)

As the Senior Vice-Chair you would provide regular case management guidance and other procedural or legal advice for specific files, in addition to hearing cases.  The successful candidate would have adjudicative and tribunal management experience, and bilingualism is an asset.

Time Commitment: The Senior Vice-Chair is expected to be available to commit the equivalent of up to five days per month including availability for case management discussions with the Tribunal Administrator, scheduled (5%) in-person or (95%) videoconference or teleconference proceedings, and preparation and writing time.

Remuneration

Tribunal Members, Vice-Chairs and the Senior Vice-Chair are paid a per diem, with some work being calculated on a half-hour, hourly, half-day or full-day basis. Travel expenses and a portion of any travel time are also covered under ICCRC’s expense policy. The remuneration for each position will be comparable to other adjudicative tribunals in Canada.

Term

Members, Vice-Chairs and the Senior Vice-Chair will be appointed by ICCRC’s Board of Directors for terms between one and three years, with opportunities for reappointment.
