Adjudicative Tribunals Secretary- Chartered Professional Accountants Ontario

CPA Ontario is currently in search of an Adjudicative Tribunals Secretary who will carry out processes and case management services for the Adjudicative Tribunals, in particular, Discipline and Appeals, including both administrative and secretariat functions.

Major Responsibilities:

Coordinating all aspects of hearing preparation including room bookings, room set-up, catering requirements, court reporter bookings, Tribunal selection, seating plans, scripts and distribution of materials
Attending hearings in the capacity of secretary
Maintaining and safeguarding all exhibits and other documents related to a hearing
Coordinating and facilitating all aspects of the drafting and finalization of decisions and orders, and of reasons for decision, of a Tribunal, and for the service of same upon the member, student or firm that is the subject of the proceeding
Preparing and ensuring publication of disciplinary notices in D&A and, as required under the terms of disciplinary orders, in newspapers
Updating and overseeing the processes for accessing the hearings list and disciplinary case summaries posted on CPA Ontario’s website and Quicklaw
Following up on all terms ordered by the Tribunal and, in particular, taking steps to ensure that orders for the payment of fines and costs are satisfied
Drafting reports to Council on orders of the Tribunals
Supporting Tribunal members by acting as a liaison
Advising Tribunals on regulatory requirements as set out in governing documents
Maintaining all Tribunal information as directed
Posting notice of all allegations and hearing dates and related matters, as required, on the website;
Managing the processes for identifying and selecting potential chair/deputy chairs, public representatives and members to serve on Tribunals
Coordinating the review and update of the Discipline and Appeals orientation binders
Assisting Adjudicative Tribunals Assistant Secretary with tasks as required, including secretariat duties to Membership and Capacity Tribunals, and reviews by Reviewer of Complaints
Other responsibilities as assigned by General Counsel

Qualification Requirements:

Post-secondary education in a related field (Law Clerk or Paralegal Diploma) is highly preferred

Demonstrated experience reading and comprehending legislation and other governing documents is highly preferred

Knowledge of administrative tribunal or court procedures and requirements is highly preferred

At least 3 years of experience supporting an administrative tribunal or court clerk is highly preferred

Demonstrated in-depth professional regulatory knowledge and/experience is preferred

Knowledge of CPA Ontario’s governing documents and their application to the Tribunals process is an asset

Computer literate with advanced proficiency in a Windows environment (Windows, Microsoft Office – MS Word, IMIS, or other applicable computerized data base Access, etc.)

Energetic organized self-starter with a proven ability to handle a variety of duties and responsibilities simultaneously, manage time, determine priorities and meet deadlines required

Strong interpersonal and communication (verbal and written) skills required as well as the ability to deal with people using tact, diplomacy and discretion and appreciate the confidential nature of the information the role is exposed to

Proven ability to work both independently and as a member of a team required

Superior legal writing skills and the ability to summarize complex information clearly and concisely required

Independent decision-making and initiative are required to address emergent issues with little or no supervision (i.e. non-attendance of a Tribunal member, a motion brought forward without notice, etc.)

Sound problem solving and analysis skills required as this position is responsible for the application of regulations, bylaws, policies/strategies

Excellent judgment, understanding, and creative problem solving skills required to provide support for Tribunal decisions and orders
