As we move through a period of exciting transformation and organizational change, Professional Engineers Ontario (PEO) has an immediate opening for a Legal Counsel to join the Regulatory Operations - Legal team.
Under the authority of the Professional Engineers Act, PEO licenses and governs over 91,500 licence and certificate holders and regulates the practice of professional engineering in Ontario. PEO’s mission is to regulate and advance the practice of engineering to protect the public interest. With a talented, multidisciplinary staff of over 100, PEO’s vision is to be a trusted leader in professional self-regulation.
Position Summary
Reporting to the Director of Legal Services, Regulatory Operations, this role is responsible for applying legal knowledge and expertise across the organization. The incumbent will provide advice and assistance as required to staff in the Licensing and Regulatory Compliance departments and will act as junior counsel in matters before PEO’s statutory tribunals and before the courts.
Responsibilities
- Prepare Notices of Proposal to refuse licensure and carry out required subsequent steps if a hearing before the Registration Committee is requested.
- Act as junior counsel in matters before PEO’s Discipline and Registration Committees, as well as in matters before the courts.
- Prosecute violations of the Professional Engineers Act in the Ontario Court of Justice and seek injunctions before the Superior Court if required.
- Provide advice and assistance as required to staff throughout the licensing process, during investigations, and at Complaints Committee meetings.
- Carry out legal research and draft factums, written submissions, and other pleadings as required.
Knowledge of:
- The Professional Engineers Act and its regulations and guidelines.
- Strong knowledge of legal frameworks in the regulatory space.
- Experience as counsel before the courts or statutory tribunals.
- Comprehensive knowledge and use of legal research tools.
- Excellent oral and written communication skills.
Education/Qualifications:
- LL.B./J.D. and member in good standing with the Law Society of Ontario.
- Minimum four years’ litigation experience after call to the Bar, ideally in an administrative or regulatory context.
- Strong legal research skills and excellent written communication skills, with a highly refined ability to draft factums, submissions, and other documents within tight timelines while maintaining accuracy.
- Strong personal communication skills and excellent judgment.

Hybrid Work Environment
We have embraced hybrid working, and for us this means coming to the office twice a week. However, if you wish to work in the office more often, you are welcome to.
Anticipated Salary
The estimated annual salary for this role is $130,000 - $145,000.
