Job Title:                            Compliance Specialist

Job Status:                         Permanent (X2)

Job Summary

Reporting to the Manager, Prosecutions and Monitoring, and working in collaboration with both internal and external stakeholders, such as registrants, legal counsel and nursing employers, the Compliance Specialist works independently to ensure the timely publication of external legal proceedings information on CNO’s public register, critically assess and resolve complex Monitoring case files, and participate in CNO projects and team-based activities and initiatives.

Key Accountabilities

  1. Public Register
    1. Drafts and maintains public register information regarding external legal proceedings, including criminal proceedings, findings/restrictions from other regulatory bodies, civil findings of negligence and inspections, consistent with established timelines and legislative requirements
    2. Assesses applications for removal of public register information, and makes submissions to the Executive Director, including detailed analyses and recommendations for decision within established timelines
    3. Responds to inquiries from registrants and internal and external stakeholders regarding information on the public register
    4. Develops and maintains processes in collaboration with other teams to ensure timely publication and accuracy of public register information regarding nurses
  2. Complex Monitoring Cases
    1. Assesses complex cases involving variance requests and/or non-compliance with undertakings and statutory committee outcomes for the most appropriate regulatory response
    2. Drafts undertakings and related legal documents, and develops and updates legal templates
    3. Negotiates resolutions with registrants and/or their legal counsel, including explanation of processes and outcomes
    4. Consults with and/or provides instructions to CNO’s external legal counsel to resolve complex matters, as required
  3. Project Participation
    1. Participates in organizational projects and team-based initiatives, which includes planning and completing assigned accountabilities within established timelines
    2. Participates in and assists in other team-wide tasks and activities, including, for example, verification of registration requests, screening for CNO activities and system testing/auditing, as required
  4. Performs other related duties, as required

Qualifications

  • Lawyer registered with the Law Society of Ontario in good standing
  • Knowledge and understanding of the Regulated Health Professions Act, 1991, the Nursing Act, 1991, the Statutory Powers Procedure Act, CNO’s By-Laws and principles of administrative law and legal drafting and interpretation, and privacy / confidentiality obligations
  • Knowledge of current Ontario legal precedents related to administrative and regulatory law
  • Superior oral and written communications skills involving sensitive or contentious matters with internal and external stakeholders and the ability to convey complex messages in plain language
  • Excellent critical thinking, legal analysis and problem-solving skills
  • Ability to work independently and collaboratively; strong time and case management skills; ability to balance competing priorities

Hiring Range: $100, 856 - 107, 175

Full Salary Range: $100, 856 - $ 121, 027
