First Attendance Adjudicator

Responsible for first attendance appearances for provincial offenses (“FAA”), screening
appeals for administrative monetary penalties (“AMP”), maintaining effective FAA and AMP procedures and reporting on resolutions and decisions. Responsible for conducting appeal screenings and first attendance under the Administrative Monetary Penalties (“AMP”) and First Attendance Adjudication (FAA) program. Provides public awareness and education on relevant regulatory by-laws and in the AMP/FAA processes. Administers processes for those wishing a hearing or trial on their matter. Reviews AMP appeals for time extensions regarding adjudication screenings and hearing deadlines and manages hearing schedules. Reviews files for Provincial Court prosecution proceedings to ensure files are complete prior to submission to the Legal Department. Under the Manager of Policy & Business Planning, undertakes policy related projects to address emerging issues and manage demands relating to the position. Responsible for monitoring and ensuring a thorough knowledge of emerging issues relating to AMP and FAA, including monitoring other levels of government for legislative changes, identifying possible trends and working directly with the Manager to manage associated risks. Makes recommendations regarding AMP & POA/FAA related by-law amendments and any other related by-laws that may be passed from time to time. Makes recommendations to the Department's Management Team with respect to the process. Works with Legal, Regional Prosecutions and the City's prosecutor as required.

Qualifications and experience:

Community College Diploma in Business Administration, Public Administration, Law Enforcement or Regulatory Law or suitable educational equivalent and/or related experience.

Certificate/professional designation in adjudication from a recognized authority (e.g., SOAR) is an asset.

Minimum of five years' experience in field of law enforcement or similar, with a strength in customer service, judicial process and/or the equivalent.

Three years of demonstrated experience in adjudication, law or an equivalent combination.

Thorough working knowledge of municipal by-laws, enforcement process, the Provincial Offences Act, Municipal Act, all other relevant Acts and Federal Statutes, court/judicial proceedings and administrative processes.
