Manager, Registration and Member Services

The College of Early Childhood Educators regulates the early childhood education profession in the public interest by ensuring Ontario’s early childhood educators meet requirements set out in the Early Childhood Educators Act, 2007. The College issues Certificates of Registration, has established a code of ethics and standards of practice for the profession and responds to complaints through a complaints and discipline process. The College has over 51,000 current members.

Our Registration and Member Services department is seeking an experienced people and operations manager to manage the planning, development, implementation and oversight of operational polices related to the registration process. This is a new position which will join a Director and another unit Manager in providing management, leadership and direction to the department.

Responsibilities:

Unit Leadership & Management

Contributes to priority setting and business planning for the department and College.

Contributes to the planning and oversight of the department’s budget and fiscal outlook and administers unit allocations. 

Manages assigned staff within the unit, including

Regulatory Leadership & Technical Oversight

Presents College executive with information, analysis and evidence informed advice to support decision-making; develops communication and planning strategies and processes.

Provides operational advice and support to Registration and Member Services staff on the implementation of new policies and initiatives.

Participates in and represents the College on internal and external committees and networks.

Interpersonal & Change Management

Operationalizes new policy direction as set out by Council.

Facilitates staff understanding and promotes learning and development.

Champions innovative opportunities for continuous improvement.

Identifies and assesses opportunities for business effectiveness and efficiency; develops implementation plans where appropriate.

Qualifications:

Undergraduate degree in social science, public administration or a related field.

Master’s degree preferred or other combination of post-graduate studies and work experience.

Minimum five years of relevant work experience.

Previous management experience in a regulatory or government environment, preferably in a registration/licensure focused role.

Demonstrated understanding of:

Policy development and project management in early learning and care and/or human services sectors

Professional regulation in Ontario

Related legislation

Strong strategic planning and project management skills.

Superior oral and written communications skills.

Political acuity, relationship management and diplomacy skills.

Negotiation, facilitation and consensus-building.

Occasional travel within Ontario may be required.

Bilingual, English and French, and/or RECE (assets).
