Data and Policy Analyst- College of Early Childhood Educators

The College of Early Childhood Educators regulates the early childhood education profession in the public interest by ensuring Ontario’s early childhood educators meet requirements set out in the Early Childhood Educators Act, 2007. The College issues Certificates of Registration, has established a code of ethics and standards of practice for the profession and responds to complaints through a complaints and discipline process. The College has over 50,000 current members.

Our Registration and Member Services department is seeking an analytical thinker with superior communication and relationship management skills to act as a data expert for the College on sector trends, and best practices to support a range of corporate initiatives. This is a full time, permanent position.

Responsibilities:

Data analysis and capacity building

Leads the identification and monitoring of registration and workforce data to inform the College’s strategic and operational priorities and registration and workforce policy.

Gathers and analyses data from various sources.

Uses statistical software to analyze data to help identify priority policy areas for Council and Committees.

Identifies data requirements for regular and ad hoc reports for management.

Designs and creates reporting tools and reports.

Provides data expertise and advice to the College management team, Council and Committee to support evidence-informed decision-making.

Provides operational advice and support to department staff on using data and implementing new business practices related to data stewardship.

Uses a variety of techniques to convey research and data to ensure that it is accessible, and relevant to a range of audiences.

Policy development support and research

Keeps abreast of trends and issues impacting early learning and care and professional regulation.

Assesses trends and issues to determine applicability and impact on existing College priorities and operations.

Uses a variety of research approaches to gather evidence to support the development of policy options and decision-making.

Evaluates evidence and evidence gathering approaches to determine validity and feasibility.

Facilitates stakeholder consultations and inter-departmental communication and collaboration to ensure diverse perspectives are reflected in policies and processes.

Participates in, or leads, College Council and Committee activities that support and advance College membership requirements.

Prepares a variety of documents for management, Registration Committee and Council.

Participates in, and represents the College on, internal and external committees and working groups which may include research and gathering of background information.

 

Qualifications:

Undergraduate degree in social science, public policy/administration or a related field with a focus on using qualitative data.

Masters degree preferred or other combination of post-graduate studies and work experience.

Minimum two to five years of relevant work experience.

Previous data analysis and/or policy development experience required.

Understanding of policy and research development in the early learning and care and/or human services sectors.

Advanced data analysis and research skills.

Applied project management and computer skills.

Superior oral and written communications skills.

Political acuity to understand the context surrounding proposals, initiatives and issues and to assess their potential implications.

Relationship management, diplomacy, negotiation, facilitation and consensus-building skills.

Occasional travel within Ontario may be required.

Experience in a regulatory or government environment (preferred).

Bilingual, English and French, and/or RECE (assets).
