This manual, originally published in 2000 was updated in 2015 by the SOAR Manual Committee comprised of SOAR members and members of SOAR’s Board of Directors. The manual is for members of the Ontario tribunals and regulatory bodies. It outlines the responsibilities of members in their capacity as adjudicators, when holding hearings and deciding cases. It makes suggestions about how to carry out these responsibilities fairly, effectively, and efficiently. This manual should be used as a supplement to your particular tribunal’s code of conduct, practice directions, and procedural guidelines.
