College of Physicians and Surgeons Ontario - Tribunal Counsel

The College of Physicians and Surgeons of Ontario (CPSO) is the province’s medical regulator. We have a mission to serve the public interest in Ontario’s health system, ensuring patients receive quality care from fully trained, highly competent, deeply compassionate, and ethically guided doctors. 

The Health Professions Discipline Tribunals (HPDT) form a group of neutral, independent administrative tribunals that adjudicate, in accordance with the public interest, allegations of professional misconduct and incompetence involving registrants of ten Ontario health profession colleges.

The HPDT is seeking counsel to support multiple aspects of the Tribunals’ work. In this role, you will apply your strong experience in administrative law and litigation, legal writing and teaching skills, and analyze issues from a neutral and independent perspective to support high-quality adjudication and tribunal operations.

The HPDT Tribunal Office is situated within CPSO, and you will be employed by CPSO and report to the Tribunal Chair. You will be part of a small team in a fast-paced environment committed to excellence and continuous improvement.

This is an opportunity for a seasoned lawyer to contribute to the development of health discipline processes through varied and meaningful work, as part of a supportive team with high standards.

Key Responsibilities

  • Review and provide feedback on draft tribunal decisions
  • Advise staff on case processing and procedural matters
  • Provide legal advice and support to the Tribunal Chair
  • Assist adjudicators before, during, and after hearings
  • Contribute to the development of policies, rules, guides and tribunal processes
  • Represent the Tribunals in court proceedings, as required
  • Develop and deliver educational materials and presentations
  • Contribute to reports on tribunal work and public-facing website content

Qualifications

  • Law degree (LL.B. or J.D.)
  • Currently licensed to practise law by the Law Society of Ontario (LSO) or eligible to obtain a licence to practise law under LSO By-Law 4
  • Minimum 10 years experience in the practice of law in Ontario or another jurisdiction
  • Minimum 7 years combined experience as an adjudicator, as counsel to an administrative tribunal, or appearing before administrative tribunals
  • In-depth knowledge of administrative law
  • Experience with professional regulation and/or health law is a strong asset
  • Highly developed legal research, analytical, and writing skills, with strong attention to detail and accuracy
  • Experience drafting or editing decisions is preferred
  • Knowledge of best practices and innovative approaches in administrative justice, and adaptability in a changing environment
  • Demonstrated interpersonal skills
  • Strong interpersonal and communication skills, with the ability to explain legal concepts clearly, in plain language, orally and in writing
  • Sound and strategic judgment in developing, analyzing and applying complex information
  • Proven ability to meet tight deadlines, while balancing multiple competing priorities and frequent interruptions requiring immediate attention
  • Proficiency with technology
  • French-language abilities are a strong asset

  • It is a fundamental requirement of employment at CPSO that employees reside in Ontario and can attend the College office as required.

Hiring Range (annual salary): $127,317 to $152,780.
